National Student Clearinghouse Names John Ramsey as Chief Information Security Officer, and Kathy McNeill as Chief Enterprise Architect

The National Student Clearinghouse announced today John Ramsey as Chief Information Security Officer, a newly created position, and Kathy McNeill as Chief Enterprise Architect.

As the organization's senior security officer, Mr. Ramsey is responsible for the overall organizational security strategy, security program oversight and security architecture development, including all data and information security policies, standards, evaluations, roles, and organizational awareness for the Clearinghouse.

Ms. McNeill is responsible for IT architecture across the organization, providing overall direction, guidance, definition, and facilitation for the development of current and future computing architectures required to meet the Clearinghouse's goals and strategic vision.

Mr. Ramsey was formerly the CISO for the U.S. House of Representatives and members of Congress, which has 950 sites across the entire United States and associated territories. In March 2017, he was selected as one of the top 100 CISOs globally, only one of two government CISOs selected.

He has worked in the IT security field for more than25 years, including security operations for the Department of the Army and Department of State, and as the CISO for the Federal Retirement Thrift Investment Board, which oversees the world's largest defined contribution retirement plan at $480 billion for 4.8 million people.

While in the U.S. Army for 11 years, Mr. Ramsey was an intelligence and security analyst with concentrations on Russia, Eurasia, Iraq, and Iran, and served as a senior enlisted security advisor for the NATO military commander at Supreme High Allied Powers in Europe. He was awarded the Bronze Star for key security and intelligence initiatives during Operation Desert Storm and received more than 25 commendations for additional security achievements.

Mr. Ramsey holds a bachelor's degree in information systems management from the University of Maryland and a master's degree in management information systems from the University of Central Florida.

Ms. McNeill comes to the Clearinghouse from Solutions Consulting in Arlington, Virginia providing technology consulting, and chief information officer and chief technology officer advisory services to many entities including PBS, QED Group and others.

With more than 15 years of corporate, not-for-profit, and government experience leading budgets of $200 million and more than 200 staff, she has managed or led applications architecture & development, technology leadership and process transformation delivering inventive and innovative technology products that generate business impact, scalability and a high return on investment. Ms. McNeill has vast expertise in enterprise class architecture & systems: mobile, social media, digital, mobile, media operations, SaaS (News - Alert)/cloud services, metadata, CRM, ERP, content management, and eCommerce.

During her career, Ms. McNeill has worked for LaserShip, Innovative Solutions Group-CSC (News - Alert), The Broe Group, U.S. Olympic Committee, Transworld Systems, Qwest Communications, Time Warner Communications and Sprint Communications. She also has served as a Board Member with Anant Corp. located in Washington, D.C. and Learning Tree, which is based in Herndon, Virginia.

Ms. McNeill has a bachelor's degree from the University of Nebraska-Lincoln and a master's degree from Webster University.
