Tyler Technologies to Provide Integrated Public Safety Solution to Muskingum County, Ohio


Tyler Technologies, Inc. (NYSE: TYL) signed an agreement with the Muskingum County Sheriff's Office (MCSO) in Muskingum County, Ohio, for Tyler's New World, SoftCode and Brazos public safety, civil processing and e-citation solutions. The agreement includes license fees, professional services and system maintenance.

MCSO sought a solution that would improve efficiency throughout the organization by sharing information between the county and court to replace manual processes with a seamless workflow. Tyler was selected to deliver a total solution to integrate criminal justice for MCSO.

"We were already familiar with Tyler because of their expansive presence with several agencies in our county and in the state," said Mr. Kim Hambel, director of operations, Muskingum County Sheriff's Office. "Tyler's connected solution will enable us to share mission-critical information among our departments. This capability helps us to not only reduce crime in Muskingum County, but to keep first responders more informed and safer on the scene of a call for service."

The comprehensive solution for MCSO includes three Tyler products that are all part of the Tyler Alliance approach which enables data sharing across Tyler products and across justice agencies. The systems work together to provide integrated criminal justice:

  • MCSO purchased New World computer aided dispatch, law enforcement records management systems (LERMS), mobile messaging, field reporting and corrections solutions from Tyler.
    • This software is cmpliant with incident-based reporting (IBR) and National Crime Information Center (NCIC) requirements, meaning it already meets the state and federal guidelines in Ohio and won't require any changes to the existing solutions.
    • When MCSO is live on New World, dispatchers and first responders will be able to take advantage of proximity dispatching capabilities, which enable dispatchers to utilize intelligence, estimated time of arrival and a community's unique routing data to send the fastest and best response to a call for service. All of this information is available in CAD and mobile data terminals (MDTs) found in the vehicles of first responders, so that dispatchers and first responders know where all vehicles are located in real time.
    • New World software is designed to meet Next Generation 9-1-1 requirements, specifically text-to-911 functionality. With this functionality, agencies can implement text-to-911 functionality for their community.
  • Brazos, Tyler's e-citation solution, will be used by patrol officers to easily enter citation information on a mobile device, which will integrate with New World LERMS used by the sheriff's office.
  • Tyler's SoftCode civil processing software will be used by MCSO, attorneys, sheriffs and deputies to track warrants, update information in the field, and access case and financial information.
