Fitch: U.S. CCRCs Capital Spending at 8-Year High

Capital spending for U.S. continuing care retirement communities (CCRCs) is at its highest level since 2008, supported in part by sustained core operating performance, according to Fitch Ratings in a new report.

"The bump in capital expenditure is reflective of higher demand and occupancy across the sector, sustained core profitability, an attractive interest rate environment, and greater confidence of management," said Emily Wadhwani, director at Fitch Ratings.

Median capital spending increased for the second consecutive year, with the investment grade median rising to 109.4% from 106.6% last year. Capital spending rose the highest within the 'A' category to 135.9% from 124.7% in 2014, and for BIG rated CCRCs to 135.9% from 103.6%.

Investment-grade median ratios for CCRCs showed steady core operating performance, despite volatility in the investment markets in 2015 suppressing excess income. While median liquidity metrics were mixed against prior year - reflecting increased borrowing and spending as well as weaker investment performance - overall median liquidity metrics remained solid in 2015.

The broader housing recovery has also buoyed performance, with home prices and home sales increasing.

Fitch's rating outlook for CCRCs, for the fourth straight year, is stable, while affirmations are expected to remain the majority of rating actions.

"Rating pressure will likely result from increasing leverage and project risk over the near term, and operating challenges, including reimbursement stress and labor expense growth over the longer term," said Wadhwani.
