Harland Clarke Holdings Appoints Joe Filer as Chief Privacy Officer


Harland Clarke Holdings' CEO, Chuck Dawson, today announced the appointment of Joe Filer, to Chief Privacy Officer (CPO) in addition to his role as Chief Information Security Officer (CISO). As CPO, Filer will lead the centralization and management of data privacy and protection requirements for the organization including the holding company's three business segments: Harland Clarke, Scantron and Valassis.

Filer has more than 20 years of information security experience, including eight years with Harland Clarke Holdings' businesses where he has served as the CISO since 2013. In this role, Filer manages information security programs that protect the confidentiality and integrity of client data and sensitive information. In addition, he leads efforts to provide visibility into security program effectiveness focusing on client security requirements, contracts, audit and regulatory compliance expectations.

His prior experience includes the Director of Corporate Security leadership role for Rackspace Hosting (News - Alert), a cloud computing company that serves more than half of the Fortune 100. There, Filer was responsible for setting strategic security direction by building a compliant global enterprise information security infrastructure.

"In this expanded role, Joe will utilize his extensive expertise by advocating compliance programs that identify, interpret and enforce privacy-related laws that champion best-in-class practices. This role is imperative to retaining good business practices throughout our enterprise as well as with our customers."

Filer received his bachelor's degree in mathematics from Siena College in Loudonville, New York and a master of science in operations research from the Air Force Institute of Technology at Wright-Patterson Air Force Base near Dayton, Ohio. He also holds several industry certifications, including Certified Information Systems Security Professional (CISSP) and Certified Risk and Information Systems Control (CRISC). In addition, Filer was recognized by peers as a Distinguished Fellow of the Information Systems Security Association (ISSA), an international organization of industry experts for which only 1 percent of the entire international association can be nominated.
