Natural Gas (NG) technologies have become increasingly important to the U.S. and Israel. In the U.S., new technologies are needed to prudently and safely continue the extraction of large amounts of shale gas. In Israel, the relatively recent discoveries of significant offshore NG reservoirs have caused the country to become increasingly dependent on this energy source. In 2009, the U.S. Department of Energy (DOE) and the Israeli Ministry of National Infrastructure, Energy and Water Resources (MIEW) established a cooperation program, managed by the Israel-U.S. Binational Industrial Research and Development (BIRD) Foundation. The program, BIRD Energy, is focused on Renewable Energy and Energy Efficiency. In December 2014, te U.S.-Israel Strategic Partnership Act of 2014 encouraged the expansion of the cooperation to include NG technologies. In May 2015, the Israel Office of the Chief Scientist, Ministry of Economy and Industry published a detailed survey of close to 150 Israeli companies and technologies relevant to the oil and gas industry, which indicates the potential value that Israeli knowledge-based companies can bring to the sector. The purpose of the newly published RFI (see http://www.birdf.com) is to solicit feedback from industry, academia, research laboratories, etc. on their interest in pursuing joint R&D activities between U.S. and Israeli entities on NG related technologies, including the possibility of applying for funding from the BIRD Foundation. During its 38 years, the BIRD Foundation has invested in more than 900 projects, which have yielded direct and indirect revenues of about $10 billion. The BIRD Foundation supports projects without receiving any equity or intellectual property rights in the participating companies or in the projects, themselves. BIRD funding is repaid as royalties from sales of technology products that were commercialized as a result of BIRD support. The Foundation provides support of up to 50% of a project's budget, beginning with R&D and ending with the initial stages of sales and marketing. The Foundation shares the risk and does not require repayment if the project fails to reach the sales stage.
