NEC Biometric Solution Selected by Arizona Department of Transportation

NEC Corporation of America (NEC), a leading technology integrator of advanced IT, networking, communications, and multimodal biometric solutions, today announced with NEC Corporation that its award winning NeoFace facial recognition software was selected and deployed by the Arizona Department of Transportation (ADOT). The automated facial recognition solution utilizes NEC's NeoFace Service-Oriented Architecture (SOA) based biometric solution through a cloud platform.

ADOT, which has a database of approximately 7.7 million driver's license and identification records with approximately 16 million images, sought to improve the credential issuance process. The NeoFace facial recognition software system interfaces with credential issuance processes and reduces fraudulent identity activities. This cloud-based implementation provides ADOT with a proven, reliable, off-site solution.

In addition to facial matching technology, NEC's solution also includes NeoFace Reveal, a proven tool for investigating fraud. Reveal gives ADOT the ability to open investigation cases, perform the search of photographic images and compare against the driver license and identification card records that are contained within the state database.

The NEC NeoFace solution also provides ADOT with several tangible benefits including:

Software Hosting

NEC hosted Service-Oriented Architecture (SOA)-based solution delivered through the cloud enables facial forensic image processing and matching with outsourced support and maintenance

NeoFace Accuracy

Independently evaluated as the most accurate facial identification solution¹

Ease of use

Powerful image enhancement tools and innovative multi-touch user interface utilizing Microsoft (News - Alert)® Windows® 8

Scalability

Large systems and multiple users were integrated into ADOT's existing security and screening processes with the use of web-based, thin clients

Notes:

(1) The most recent 2013 test - the NIST Interagency Report (NISTIR 8008) -- measured the performance of Face Recognition Algorithms, per (NIST) U.S. National Institute of Standards and Technology. Also in the 2010, 2011 and 2013 tests, the algorithms from NEC give broadly the lowest error rates on all data sets. This applies across image types, mug shots and webcam, and enrollment types (exec summary-page 4 of NISTIR 8008). FNIR (false negative identification rate) values for NEC are a factor of two or more lower than for the closest competitors.
