IEEE Supports White House Quadrennial Energy Review (QER) To Improve America's Energy Transmission, Storage and Distribution Infrastructure

IEEE (News - Alert), the world's largest professional organization dedicated to advancing technology for humanity, today announced its support of the first installment of the White House Quadrennial Energy Review (QER) report developed under the leadership of the Office of Science and Technology Policy and the Domestic Policy Council.

Development of the QER involved 22 federal agencies and was coordinated by the U.S. Department of Energy (DOE). The first installment was released on April 21, 2015 and highlighted at an event in Philadelphia by Vice President Joe Biden and DOE Secretary Dr. Ernest Moniz on behalf of the Obama Administration. IEEE members were actively engaged during the development of the QER. In October 2014, the IEEE Joint Task Force on QER- spearheaded by the IEEE Pwer & Energy Society (PES), IEEE-USA and the IEEE volunteer community, under the leadership of co-chairs Veronika Rabl, chair of the IEEE-USA Energy Policy Committee and Damir Novosel, president-elect, IEEE PES-submitted a report to the DOE that addressed a specific set of priority issues.

The IEEE Joint Task Force QER report was developed at the request of the DOE to address issues including:

• Renewable intermittency on the electric power grid and the potential role of storage;
• Utility and energy company business cases related to microgrids and distributed generation (DG), such as rooftop photovoltaics;
• The technical implications of electric vehicle (EV) integration on the grid;
• Implications and importance of the aging infrastructure and the overall asset management;
• Recommendations for smart grid metrics;
• Skilled workforce issues; and
• Condition and performance of the electric grid

Welcoming the first installment of the White House QER, the IEEE membership looks forward to continue providing unbiased and independent technical leadership by working with DOE and other government agencies in advancing the goals of the QER already underway. An example of IEEE participation and plans for ongoing cooperation with DOE is underscored in the Chapter III "Recommendations in Brief" section on Modernizing the Electric Grid:

• "Improve grid communication through standards and interoperability.
  In conjunction with the National Institute of Standards and Technology and other Federal agencies, DOE should work with industry, the Institute of Electrical and Electronics Engineers, state officials, and other interested parties to identify additional efforts the Federal Government can take to better promote open standards that enhance connectivity and interoperability on the electric grid."
