Bexar County Sheriff's Office Selects NEC Multimodal Identification Biometric Solution

IRVING, Texas --(Business Wire)--

NEC (News - Alert) Corporation of America (NEC), a leading technology integrator of advanced solutions including multimodal biometric solutions, today announced that its Integra-ID™ Multimodal Biometric Identification System (MBIS) solution was selected by the Bexar County, Texas, Sheriff's Office (BCSO) to replace an existing Automated Fingerprint Identification System (AFIS). As the fourth largest county in Texas, home to San Antonio, and one of the top 20 largest counties nationally, BCSO was seeking to secure the future safety and security of its residents by acquiring an MBIS solution with the best technology, best value, and lowest risk proposition.

BCSO selected NEC after a thorough, open and highly competitive solicitation for this new leading multimodal technology solution. A multimodal biometric system incorporates the latest, most accurate developments in biometric identification technology. It integrates a vast range of biometrics, including face recognition, fingerprint, palm, voice and iris identification, synergistically to maximize all latent investigation capabilities.

Ottis Hutchinson, Chief Financial Officer for the BCSO, said, "Our search process was founded on very high criteria. We will be connecting our resources to the Texas state system, which is also an NEC installation, so it is critical that we have interoperability, world-leading accuracy, superior speed, and a system that is functional, flexible, easy to configure, plus have proven reliability. The NEC platform meets all of our needs and as a standards-based solution, it incorporates field-proven, reliable technologies, and has a history of supporting integration with local, regional, and national criminal justice, and associated public safety systems."

The NEC MBIS solution is part of NEC's "Safer Cities" platform, ¹ which is a smart technology approach to maximizing all facets of installed programs. Through this application, the NEC Safer Cities approach will help BCSO merge the traditional law enforcement areas of biometric-based identity management and forensic investigation with video suveillance, security access control, and disaster management.

The NEC solution will include a number of integrated technologies, primary among them:

  • The NeoFace® Reveal application, which utilizes the most advanced facial detection and recognition technology
  • A seamless interface to BCSO's existing AFIS database and records
  • NEC archive solutions that host the most accurate fingerprint, latent, and palm print technology available on the market today
  • Disaster recovery capabilities that provide continuous criminal identification if the system is not operational
  • Mobile capability via NEC's Smart ID (mobile, biometric identification solution) empowers field investigators in gathering evidence

"NEC is looking forward to continuing to provide outstanding biometric solutions for the BCSO and is confident our MBIS solution, which has been proven to be the most accurate in fingerprint and facial matching, will serve the county for many years," said Raffie Beroukhim, vice president, NEC Biometrics Solutions Division. "Our solution, already recognized as the most accurate, is constantly improving. In a recent test of 1.6 million images by the National Institute of Standards and Technology (NIST) Face Recognition Vendor Test (FRVT) 2014 ², we registered the overall highest accuracy for all tests."
