NTT allowed to open up fiber-optic network to other companies

(Japan Economic Newswire Via Acquire Media NewsEdge) The Japanese government effectively decided Wednesday to conditionally allow Nippon Telegraph and Telephone Corp. to open up its fiber-optic network to other companies for their own telecommunications services, officials said.

Its regional subsidiaries NTT East and NTT West plan to start the new fiber-optic access service within the year.

The NTT group's mobile phone carrier NTT Docomo Inc. plans to take advantage of the service to expand into landline services and offer discounts to customers using both mobile and landline services.

NTT's rival KDDI Corp., which is developing its own fiber-optic networks, and cable television companies have complained that the move could reinforce the NTT group's market dominance to their disadvantage.

But the Ministry of Internal Affairs and Communications has concluded that no problem will emerge if there is a guarantee that NTT Docomo will be granted no privileges.

The ministry plans to work out specific regulations later to secure the guarantee.
