Ukrtelecom restores services in Luhansk, denies transfer of Crimean operations [TeleGeography CommsUpdate]

(TeleGeography CommsUpdate Via Acquire Media NewsEdge) In a press release on 18 September 2014 Ukrainian PSTN operator Ukrtelecom disclosed that it has restored some fixed line local, long-distance and international telephony services to residents of the war-torn eastern region of Luhansk for the first time in several months. A ceasefire between Ukrainian government forces and pro-Russian separatists allowed power supply and telephone equipment restoration, although Ukrtelecom notes that repairs to communication systems continue, while most of the power systems in the region remain unstable, hence the operator views disruptions to services as likely still. Ukrtelecom has introduced an interactive map service to track the status of communications services in eastern regions, updated twice a day.

In a separate press release on the same day Ukrtelecom has denied recent statements from certain officials about the alleged planned transition of Crimean divisions of Ukrtelecom to a company named Sevastopol Telecom, calling the reports which were circulated in the media 'unfounded'. Despite the transfer of the Crimean peninsula to Russian control, the Ukrainian incumbent does not plan to transfer fixed network infrastructure or customer services to Sevastopol Telecom.
