(Targeted News Service Via Acquire Media NewsEdge) Tuition Freeze & More Higher Education Reform, Prescription Drug Discounts & Rebates, 911 Texting & New Consumer Protections Top Thursday Assembly Committee Meetings TRENTON, N.J., Sept. 16 -- The New Jersey Assembly Democrats issued the following news release: Prohibiting colleges and universities from hiking tuition and fees for nine continuous semesters following a student's initial enrollment and other higher education reform bills, allowing prescription drug discounts and rebates, requiring 911 facilities to handle text messages and new consumer protections top Thursday's Assembly committee meetings.



Combating the scourge of metal theft, authorizing courts to order law enforcement to submit DNA evidence to national databases to determine whether the evidence matches a known individual or a profile from an unsolved crime and lead hazard control are among the bills also on tap.

Highlights include: - A-2802 (Riley/Cryan/Giblin/Mukherji/Lagana/Moriarty) - Directs Secretary of Higher Education to establish a communication and incentive plan to encourage re-enrollment in college; requires Statewide reverse transfer agreement, A-2807 (Cryan/Riley/Eustace/Quijano/Lagana/Moriarty) - Prohibits four-year public and independent institutions of higher education from increasing resident undergraduate tuition and fees for nine continuous semesters following student's initial enrollment, A-2812 (Riley/Cryan/Diegnan/Giblin/Benson/Garcia) - Requires development of longitudinal data system that maintains individuals' data from preschool through entry into workforce, and A-2817 (Riley/Singleton/Jasey/Cryan/Fuentes) - Requires all school districts and public institutions of higher education to offer dual enrollment programs to provide college-level instruction to high school students and requires these students be charged a reduced tuition rate. 10:30 a.m. Higher Education.

- A-3201 (Pinkin/Sumter/Mukherji) - Permits pharmacists to offer customers purchasing prescription drugs discounts and rebates. 1 p.m. Regulated Professions.

- A3461 (Conaway/Benson/Pinkin) - Requires 9-1-1 service facilities to be equipped with system for processing requests for emergency services sent via text message, and A3544 (Chivukula) - Requires 9-1-1 service facilities to be equipped with system for processing requests for emergency services sent via text message. 10 a.m. Telecommunications and Utilities.

- The committee will also will take testimony concerning the 911 emergency telephone systems, the utilization of collected funds for the 911 system account and the implementation of advanced communication technologies to enhance the 911 system.

- A1239 (Prieto/Lagana) - Prohibits retail sales establishment from storing certain magnetic-stripe data; requires reimbursement for costs incurred by financial institution due to breach of security. 10 a.m. Financial Institutions and Insurance.

- A1462 (Diegnan) - Requires coin redemption machine operators to disclose fees. 10 a.m. Consumer Affairs.

- A-1678 (Johnson/Mainor) - Authorizes court to order law enforcement to submit DNA evidence to national database to determine whether the evidence matches a known individual or a DNA profile from an unsolved crime. 2 p.m. Law and Public Safety.

- A-2417 (Mukherji) - Directs the collection of recidivism data for adults sentenced to a period of probation. 2 p.m. Law and Public Safety.

- A3083 (Diegnan/Moriarty) - Prohibits manufacture, sale, or promotion of cosmetic products containing microbeads. 10 a.m. Consumer Affairs.

- A3021 (Singleton/Conaway/Andrzejczak/Riley/Lagana/Garcia/Mosquera) - Directs Secretary of Higher Education to establish a pilot program to assist certain unemployed and underemployed individuals to complete a career and technical education certificate program in 12 months. 2 p.m. Commerce and Economic Development.

- A1951 (Conaway/Eustace/Vainieri Huttle/Lagana/Pinkin) - Establishes Medicaid Smart Card Pilot Program. 10 a.m. Health and Senior Services.

- A3290 (Singleton/Vainieri Huttle/Benson) - Allows gross income taxpayers to use their gross income tax returns to make voluntary contributions to ALS Association for services to New Jersey residents. 10 a.m. Health and Senior Services.

- A2281 (DeAngelo/Lagana) - Includes reverse rate evasion as form of insurance fraud and provides for civil and criminal penalties. 10 a.m. Financial Institutions and Insurance.

- A3480 (Diegnan) - Eliminates consumer data collection requirements for certain gift cards. 10 a.m. Consumer Affairs.

- A207 (Gusciora/Space/Lagana) - Eliminates award of attorneys' fees, filing fees and costs of suit for technical violation of the consumer fraud act. 10 a.m. Consumer Affairs.

- The Assembly Regulatory Oversight Committee meets at 2 p.m.to hear from the Office of Legislative Services Library regarding the procedures and distribution of statutorily mandated reports. The committee will also hear from invited speakers regarding two reports that have not been filed: the Department of Community Affairs regarding incidences of violence in Section 8 Project Housing and the Department of Health regarding the progress made in reducing MRSA infections in hospitals.
