Commissioners learn of software savings [Topeka Capital Journal (KS)]


(Topeka Capital Journal (KS) Via Acquire Media NewsEdge) Shawnee County's tax software system provider has agreed to make moves Shawnee County employees suggested that will save the county about 306 hours of programming time, which equates to $57,800 worth of programming costs, county commissioners learned Thursday.



Financial administrator Betty Greiner shared those figures with Commissioners Bob Archer, Kevin Cook and Shelly Buhler.

"This was a real positive for the county," she said.


Greiner talked about a recent tax administration system symposium held in Wichita by Greeley, Colo.-based Computer Information Concepts Inc. Commissioners voted last August to buy a new tax administration software system from CIC. Greiner said employees from Shawnee County's information technology department and treasurer's, appraiser's and clerk's offices for the first time went this year to the recent symposium, which Greiner personally did not attend.

Greiner said CIC agreed to carry out all 28 enhancements Shawnee County employees requested. He said the savings the county will realize from the reduced programming costs came after the county spent less than $1,000 to send the employees to the symposium.

Commissioners also: - Heard a financial report from Greiner, who said county revenues so far this year as of July 31 were $89,241.854, compared with a budgeted amount of $85,219,983. County expenditures as of July 31 totaled $51,359,390, compared with a budgeted amount of $52,976,338. County revenues historically outpace expenditures by early August because the county receives its major distributions of property taxes in January and June, meaning most of its revenue has been received while expenditures are spread throughout the year.

- Voted 3-0 to approve a deputy coroner's contract with Robert Prosser, who will be compensated $65 a day. Charles F.K. Glenn, the county's coroner, told commissioners Prosser will fill in for Glenn when Glenn is out of town. Glenn said Prosser has been Johnson county coroner about 15 years.

- Voted 3-0 to approve Register of Deeds Becky Nioce's request to be allowed to transfer $40,000 from her office's technology fund to the county land records fund and to use $127,668.05 from the land records fund to make a second annual payment on new county tax software.

- Voted 3-0 to authorize District Attorney Chad Taylor to apply for a $64,754 renewal of the Federal Victims of Crime Act grant the district attorney's office received this year, with the county being required to provide a cash match of $14,531.

The grant money would finance the district attorney's office's employment of a victim/witness coordinator and victim/witness specialist, as well as the registration for both to take part in an annual state victim rights conference.
