Aligning Energy Efficiency Regulations for ICT Products - Implementing A Strategic Approach [TendersInfo (India)]

(TendersInfo (India) Via Acquire Media NewsEdge) Project No. : CTI 27 2013A Project Start : 01/09/2013 Project End : 31/12/2014 Status : Active Phase : Execution Sector : Energy Location : United States APEC Funding : 118,000 Co-funding Amount : 107,487.5 Total Project Value : 225,487.5 This will be the first project under the forum endorsed by the Committee on Trade and Investment (CTI) at the 2013 SCSC SOM I Meeting in Jakarta to focus on global convergence of energy efficiency (EE) regulations for ICT products, building upon principles supported at the 2011 APEC Conference on Alignment of EE Regulations and actions agreed upon at the 2012 conference in Seoul. It will entail 1) Leveraging international certification/testing agreements, such as the IEC EE E3 Program, to meet conformity assessment requirements; 2) Utilization of internationally accepted test methods for energy efficiency of priority products (such as PCs, servers, network standby and printers); and 3) Promoting greater data sharing among economies on energy performance of ICT products to ensure greater consistency in methods for standards development and regulatory limits. The project will take place on the margins of the Third Senior Officials Meeting (SOM III) in August 2014. Objectives: ·To prevent unnecessary market access barriers for ICT products, increase the availability and use of innovative, energy efficient products in markets worldwide and assist APEC economies with national energy policy objectives. Steps to achieve this objective include 1) APEC participating economy reviews of technical standards, conformity assessment programs and methods for establishing minimum energy performance standards to evaluate efficacy, identify potential barriers, and facilitate better alignment and increased trade, 2) inaugural meeting and workshop of the ICT Global Energy Efficiency Convergence Forum on the margins of SOM III to provide an opportunity for information sharing and cooperation amongst APEC economies as they implement agreed-upon product testing, conformity assessment and international approval methods, ·To advance the ongoing public-private dialogue among APEC economies regarding ways to align ICT product energy efficiency requirements through the development and use of global standards and more trade-friendly conformity assessment procedures. Steps to achieve this objective will include use of teleconference services and one in-person workshop where participants will come from government, industry, academia, and other stakeholder groups. .To implement specific strategies with economies support to accomplish this alignment. To achieve this objective, APEC economies will identify priority products, such as PCs, servers, network standby and printers, and testing methods proposing solutions to any identified barriers and potential capacity building requirements for developing economies.
