Governor Cuomo Announces Five Businesses to Expand or Locate in Binghamton Under Start-Up NY


(Targeted News Service Via Acquire Media NewsEdge) ALBANY, N.Y., July 28 -- Gov. Andrew Cuomo, D-N.Y., issued the following news release: Governor Andrew M. Cuomo today announced that five businesses will expand or locate in Binghamton as a result of START-UP NY, representing the latest wave of companies participating in the new initiative that creates tax-free areas associated with colleges and universities across the state. The five businesses are projected to invest $2.4 million and create more than 80 new jobs in tax-free areas sponsored by Binghamton University.



"Today's announcement is another confirmation of the fact that START-UP NY is working - attracting cutting edge businesses, jobs and new investments to Upstate communities like Binghamton," Governor Cuomo said. "By offering new companies the opportunity to tap into New York's world-class workforce and thrive in a tax-free environment, we have made another game-changing move to redefine the business climate in our state. I am pleased to welcome these five new companies to the START-UP NY program, and I look forward to seeing them grow and create new opportunities for New Yorkers well into the future." These START-UP NY businesses will create jobs in several key industries, including biotechnology research and development, analytical laboratory instrument manufacturing, chemical manufacturing, audio and video equipment manufacturing, and software services. The businesses approved for START-UP NY include the following: Advanced Material Analytics, LLC, Charge CCCV, LLC, ClickCare, LLC, Innovation Associates, Inc., and Sonic Blocks, Inc. All will be sponsored by Binghamton University.

John Mack, Economic Development Advisor to the State of New York and Special Advisor for START-UP NY said, "By creating START-UP NY, Governor Cuomo has charted an innovative new pathway for growing New York State's economy and new jobs for New Yorkers. Today's announcement of the first five companies in Binghamton is only the beginning for this Upstate region that will greatly benefit from START-UP NY's ability to attract business and create jobs." Empire State Development President, CEO & Commissioner Kenneth Adams said, "START-UP NY is already delivering results across New York State and showing that when you allow businesses the opportunity to grow tax-free, they take you up on your offer and create new jobs for the Binghamton community." SUNY Chancellor Nancy L. Zimpher said, "The promise of Governor Cuomo's Start UP NY economic development strategy is now a reality in Binghamton and the Southern Tier and the momentum will keep building as additional companies are approved at SUNY campuses across New York. ?These initial START-UP NY companies fully align with the strengths and expertise of Binghamton University faculty and students and will be a catalyst for innovation, job growth, and economic activity throughout the region." Binghamton University President Harvey Stenger said, ?"Binghamton University is quickly becoming a hub for innovation and Governor Cuomo's START-UP NY program is already helping to advance our mission with the five businesses announced today. These companies represent the types of industries that will be driving our region forward in today's global economy, while creating more than 80 jobs in the Greater Binghamton area right now. We are thrilled with this first slate of companies, but it is only the beginning and we look forward to bringing more businesses, and jobs, to the Southern Tier."? Additional details about the latest businesses approved for START-UP NY follow: Binghamton University: 83 New Jobs Advanced Material Analytics, LLC is a new analytical laboratory instrument manufacturing business locating at the Innovative Technologies Complex on the Binghamton University campus. The equipment that is developed will be used for research and development purposes by industrial clients for data acquisition and quality control purposes and by other research institutions and universities for studying material specimens. The company plans to invest $415,500 and create 13 net new jobs.


Charge CCCV, LLC is a new company locating at the Innovative Technologies Complex on the Binghamton University campus. The company specializes in technology development and commercialization using new chemistries for energy storage, which will be developed by applying material science research to batteries for global customers. The company plans to invest $700,000 and create 14 net new jobs.

ClickCare, LLC is an existing SAAS "Software as a Service" company whose core product is iClickCare which enables healthcare providers to safely use digital media for secure collaboration. The digital media can include conversation, PDFs, photographs, and video clips as the basis for secure asynchronous communications within the users' natural network of colleagues on behalf of the patient. The company will expand to the Innovative Technologies Complex on the Binghamton University campus, and plans to invest $293,000 and create 20 net new jobs.

Innovation Associates, Inc. is an existing business that is a pharmacy automation leader, offering precision counting equipment and workflow software platforms to the pharmaceutical industry. Innovation has over 1,200 customer installations including retail chains and independents, government, hospitals, mail order and refill centers across the U.S., Canada, Puerto Rico, and U.S. Government sites in Europe and Asia. The company will expand to the Center of Excellence Building on the Binghamton University campus, and plans to invest $200,000 and create 25 net new jobs.

Sonic Blocks, Inc. is a new business that designs and develops proprietary audio and video Bluetooth and WiFi speaker systems and accessories serving the consumer electronic space. The products will be sold direct to consumers starting in North America and the growth of the company is based upon new patent pending technology that allows for customizable configurations not previously available to consumers, and backed with technology from the industry technology leader in BT development. The company will locate to the Center of Excellence Building on the Binghamton University campus, and plans to invest $795,000 and create 11 net new jobs.

About START-UP NY START-UP NY seeks to accelerate entrepreneurialism and job creation across the state on a large scale, with a particular focus on Upstate New York. The State University of New York (SUNY) campus system, City University of New York (CUNY), and private university and college communities serve as the framework of the START-UP NY program to attract high-tech and other start-ups, venture capital, new business and investments from across the globe. Under the program, businesses have the opportunity to operate tax-free for 10 years on eligible land and space. Businesses partner with the higher education institutions and are able to access industry experts and advanced research laboratories.

Under START-UP NY, interested colleges and universities draft campus plans that identify their goals for the program and the space that they are proposing to designate as tax-free, as well as the types of businesses and industries that they are seeking to attract through the initiative. Public colleges and universities, including SUNY, provide their plans to community stakeholders for a 30-day comment period before submitting the plans to ESD, which, in consultation with the SUNY Chancellor, reviews the plans for final approval and designation of tax-free areas. CUNY plans, after a 30-day comment period, also are reviewed and approved by ESD. Plans submitted by private schools are reviewed by ESD and presented to the START-UP NY Approval Board for final approval and tax-free designation.

Once a school is admitted to START-UP NY, interested businesses may begin to apply to the program through the sponsoring college or university. After a thorough and comprehensive review of an application by the sponsoring college or university and ESD, approved businesses that create net new jobs will operate 100 percent tax-free for 10 years, paying no state income tax, business or corporate state or local taxes, sales tax, property tax or franchise fees.

To date, 41 schools have been approved for START-UP NY, establishing more than 200 tax-free areas for new or expanding businesses to operate on or near campus. Each school's approved START-UP NY plan is available at www.startup-ny.com.

START-UP NY includes strong provisions to protect against fraud. Businesses are required to submit certification to ESD, and falsifying certifications is a felony. The program also includes strict provisions to guard against abuses such as shifting jobs among related entities or "shirtchanging," when a company simply reincorporates under a new name and claims its existing employees are now new jobs. In addition, START-UP NY includes measures to prevent self-dealing and conflicts of interest. In cases of fraud, the State is empowered to claw-back benefits granted to the business. Companies that do not meet the terms of the program - including meeting their job creation targets - may have their benefits reduced, suspended or terminated. ESD has the authority to review company data to ensure that jobs have been created and maintained, and to end participation by companies that have not created net new jobs. ESD is required to publish a comprehensive annual report to enable the public to evaluate the program's impact.
