(Targeted News Service Via Acquire Media NewsEdge) FERC Issues Order Approving Kodiak Electric Association, Inc's 5/1/14 Filing of as-built Exhibits A and L as Required by Article 51 Included in the 2/17/12 Order Amending License and Revising Annual Charges Under P-2743 WASHINGTON, July 9 -- The U.S. Department of Energy's Federal Energy Regulatory Commission issued the text of the following delegated order: Kodiak Electric Association, Inc.



Project No. 2743-075 ORDER APPROVING AS-BUILT EXHIBITS (Issued July 9, 2014) 1. On May 1, 2014, Kodiak Electric Association, Inc.,licenseefor the Terror Lake ProjectNo. 2743,filed as-built Exhibits A and L as required by Article 51 included in the February 17, 2012 Order Amending License and Revising Annual Charges. The project is located on the Terror and Kizhuyak rivers in Kodiak Island Borough, Alaska and occupies federal lands managed by the U.S. Fish and Wildlife Service within the Kodiak National Wildlife Refuge, and lands managed by the U.S. Coast Guard.

Background 2. The February 17, 2012 Order authorized the installation of a third turbine/generator unit at the project. Article 51, added to the license in theorder, requires the licensee to file revised Exhibits A and L, as applicable, to show the project facilities as built following completion of the construction authorized in the order.


Review 3. In its May 1, 2014 filing, the licensee included an as-built Exhibit A andfiveas-built Exhibit L drawings. We have reviewed the exhibits and found that theydescribe and show the as-built conditions of the project and comply with the Commission's rules and regulations. We are approving the Exhibit A as shown in ordering paragraph (A) of this order.In ordering paragraph (B) we are approving the drawingsand the licensee is required to file them in electronic format as shown in ordering paragraph (C).

4. While reviewing the existing drawings for the project, we found that the installation of the new unit would change the features shown in Exhibit L-14. However, the other drawings for the project, including the as-built exhibits approved in this order, sufficiently display the details in Exhibit L-14. Therefore, we will remove the exhibit from the license.

The Director orders: (A) The Exhibit A, filed on May 1, 2014 for the Terror Lake Project, is approved and made part of the license.

(B) The following exhibit drawings, filed on May 1, 2014 for the Terror Lake Project, conform to the Commission's rules and regulations, and are approved and made part of the license, as labeled and numbered below. Exhibit L-14 (drawing no. 2743-50) and the superseded drawings are deleted from the license.

Digital images of the approved exhibit drawings shall be prepared in electronic format. Prior to preparing each digital image, the FERC Project-Drawing Number (i.e., P-2743-84, etc.) shall be shown in the margin below the title block of the approved drawing. Exhibit L drawings must be identified as Critical Energy Infrastructure Information (CEII) material under 18 CFR section388.113(c). Each drawing must be a separate electronic file, and the file name shall include: FERC Project-Drawing Number, FERC Exhibit, Drawing Title, date of this order, and file extension in the following format [P-2743-84, L-12, Powerhouse - General Arrangement - Plans, MM-DD-YYYY.TIF].

All digital images of the exhibit drawings shall meet the following format specification: IMAGERY - black & white raster file FILE TYPE - Tagged Image File Format, (TIFF) CCITT Group 4 RESOLUTION - 300 dpi desired, (200 dpi min) DRAWING SIZE FORMAT - 24" x 36" (min), 28" x 40" (max) FILE SIZE - less than 1 MB desired Two sets of electronic drawings on compact discs shall be filed with the Secretary of the Commission, ATTN: OEP/DHAC.

(D) This order constitutes final agency action. Any party may file a request for rehearing of this order within 30 days from the date of its issuance, as provided in section 313(a) of the Federal Power Act, 16 U.S.C. section 825l (2012), and the Commission's regulationsat18 C.F.R. section 385.713 (2013). The filing of a request for rehearing does not operate as a stay of the effective date of this order, or of any other date specified in this order.The licensee's failure to file a request for rehearing shall constitute acceptance of this order.
