At a visit to Grangetown Library, Minister for Communities and Tackling Poverty Jeff Cuthbert said a Pounds 21.9m fund for Wales was vital in breaking down barriers to online services. He said: "Four in five people in Wales use the internet and are able to take advantage of the opportunities that the digital world presents.
