Software for states to track files real time [India] [Times of India]


(Times of India Via Acquire Media NewsEdge) NEW DELHI: In what may mark a leap for transparency, the rural development ministry is set to install a system by which the states can track the status of their requests real time.

The RD ministry runs and funds the biggest of pro-poor schemes of the Centre that are implemented by the states. The Job guarantee scheme, the National Rural Livelihoods Mission are some of the programmes with heavy funding and a large number of beneficiaries.



With a constant stream of demands and requests from states, the RD ministry determines the fate of many a beneficiaries around the country. The procedural delays are often a source of heartburn for state governments.

Now, the file tracking system (FTS) that exists for the ministry will be opened to all the states. A node and a password would be given to all the rural development secretaries who would be able to log into the FTS and see the status of the files on their issues. Caution has been taken to ensure that a state is able to see only its request and not of any other state.


"The states can this way follow the status of their proposals. It will enable each state to raise the issue with the Centre about the delay or point out where the file seems to be stuck," RD secretary LC Goyal told TOI.

The very possibility that any secretary in any capital can point out where a file is facing inordinate delay is likely to put pressure on officials. It may end up avoiding delays.
