There is yet to be an over-arching consensus on what they should include. Some industry experts fear that the cost to the landlord will be passed on directly to the tenant forcing yet another sharp rise in rents.

Others feel that it's about time that something was done to protect tenants as more and more people are investing in buy to let properties and becoming first time landlords.
