Ifetel sets up committees to monitor AM's compliance with dominance measures [TeleGeography CommsUpdate]


(TeleGeography CommsUpdate Via Acquire Media NewsEdge) Mexico's telecoms regulator the Instituto Federal de Telecomunicaciones (Ifetel) has reportedly set up three committees to monitor Carlos Slim-owned America Movil's (AM's) compliance with market dominance measures, while also making it easier for competitors to access information about shared infrastructure. According to BNamericas, one of the committees will ensure that AM conforms to requirements to unbundle the network belonging to its local fixed line subsidiary Telefonos de Mexico (Telmex). It is understood that this committee will also define guidelines on unbundling, deployment timelines and quality and technical standards. Meanwhile, the other two committees will reportedly set guidelines for the electronic management systems that both Telmex and AM's Mexican mobile unit Telcel must create to provide real time, remote information on their telecoms networks to both the regulator and operators using the infrastructure. All three committees are comprised of regulatory officials, and the Ifetel has also indicated its intention to invite representatives from alternative local telcos and mobile virtual network operators (MVNOs) to sit on the working groups.
