Objective: The World Bank seeks eligible vendors who can provide Web-Design services to support a branding and Web-Design project located in Russia. This RFI is issued for the purpose of obtaining information concerning market conditions and vendor capability in order to allow the World Bank to refine its requirements and to better understand what is currently available in the market place. Following this RFI, the World Bank will conduct a formal procurement. A brief description of the project is set out hereunder. Description: The World Bank is providing Technical Assistance (TA) to the Eurasian Center for Food Security (ECFS). As part of its TA, the Bank is assisting ECFS to revamp its current web-site, strengthen its technical capacity to support e-learning activities, and develop its outreach and communications capacity. Currently ECFS maintains a website with content in English and Russian languages: http://ecfs.msu.ru/. The website was developed using various technologies and emerged without following a standard architecture. ECFS now wishes to migrate to an open source web content management system, Drupal, as it allows for additional capabilities such as web forums, collaboration spaces, blogs, and other social media features that are needed by the organization. The purpose of this assignment it to develop a branding playbook, solicit business requirements for ECFS online presence and redesign Russian and English version websites and a Moodle-based Learning Management platform interface, including course templates.
