(TeleGeography CommsUpdate Via Acquire Media NewsEdge) Ecuador's telecoms minister Jaime Guerrero said on Monday (14 April 2014) that he hoped negotiations on the award of licensed 4G LTE mobile spectrum blocks for Claro Ecuador, owned by Mexico's America Movil, and Movistar Ecuador (a unit of Spain's Telefonica) would be concluded by the end of this year, Telesemana reports. Guerrero said that a first round of negotiations between the cellcos and the Ministry of Telecommunications and Information Society (Mintel) had been completed, with second-phase talks due to begin next week. The foreign-owned pair aim to acquire frequencies to balance the playing field against state-run rival CNT – currently the sole Ecuadorian LTE network operator – while the minister stressed that negotiations centred on 'a fair price for the spectrum' from the country's perspective.
