Police: Rock Hill mother arrested on drug charges harassed 911 operators [The Herald (Rock Hill, S.C.) :: ](Herald (Rock Hill, SC) Via Acquire Media NewsEdge) April 05--A Rock Hill mother who police say displayed "cyclic emotional swings" after harassing 911 operators because she wanted to speak with an inmate requested twice that social services take her children and put them in foster care Thursday, authorities said. Felecia Ann Montgomery, 41, allegedly called 911 operators three times within four minutes, initially requesting to speak with an inmate, according to a Rock Hill Police report. On the first call, a telecommunications operator gave Montgomery the nonemergency telephone number for the police department. Two minutes later, Montgomery called again. On her third call, she was transferred to the jail. Because she was not satisfied with how jail staff responded to her questions, she was sent back to the telecommunications operator, whom she berated, according to the report. Police went to Montgomery's Hutchinson Street home, where they smelled alcohol on her breath, saw her eyes were bloodshot and noted that her speech was slurred and she could not maintain her balance, the report states. As police interviewed her, she displayed "cyclic emotional swings," the report states. Montgomery insisted she called 911 only once. Officers tried explaining to her the correct use of the 911 system, but Montgomery was combative, police say. Police arrested Montgomery, charging her with violating the 911 statute. As they escorted her out of the house, she shouted, "My babies," the report states. Montgomery told police that her two children were in the house asleep, but she would not give officers their names or ages. Montgomery would not give authorities contact information for family members or anyone else capable of watching the children. Police told her the York County office of the Department of Social Services would have to be notified if she would not allow a responsible adult to take the children. Montgomery told police she preferred that DSS take the children into foster care. Police searched the house for the children and found a bag of cocaine in the master bedroom. Next to it were four pills in a black bag. York County drug agents were called to the home and, in total, found .24 grams of cocaine, four antihistamines and less than 2 grams of marijuana. The two children, a 12-year-old boy and his 9-year-old sister, were placed into emergency protective custody. In addition to the 911 violation charge, Montgomery was charged with two counts of unlawful conduct toward a child, possession of cocaine and possession of marijuana, according to the report. She was held Friday at the Rock Hill jail on a $7,000 bond. About two hours earlier, police were sent to the house after Montgomery called complaining that her live-in boyfriend, Rico McGriff, was drunk and hitting the walls, according to police documents. Officers could hear banging coming from the inside of the house as they pulled up. When officers went into the home, they saw McGriff, 37, holding a 5-foot metal pipe, which he used to hit the floor. Police took the pipe from McGriff, who yelledat the officers, ordering them to leave the house. But, because Montgomery and her two children were "inside and scared," police did not leave, the report states. McGriff agreed to go into his bedroom and go to sleep. Ten minutes later, police were sent to the home again after McGriff called 911. Officers found him standing on the front porch. He yelled at police and did not tell them why he called law enforcement. Police determined McGriff would not remain calm so they arrested him and charged him with public disorderly conduct.
