BY MOSES MATENGA STAFF REPORTER Kangai told the Parliamentary Portfolio Committee on Information Communication Technology, Postal and Courier Services that visited his office on Monday that the matter had since been referred to the Ministry of Finance to expedite the debt payment. "If they can pay what they owe us before end of April, we will meet requirements for the projects," Kangai said, adding that their operations were also being stifled by a statutory requirement which obliges public institutions to refer all major capital projects to the State Procurement Board (SPB). "If you say generate income, but do it this way, how then do we exercise own skills? What needs to be done is to remove NetOne as a procurement entity. Once that is done, then that's it," he said. Committee chairperson Nelson Chamisa said the committee would find ways of assisting the mobile network operator. "It has come to our attention that you are handicapped by the process of tendering when you go through SPB when you are not using the taxpayers' money.
