Uzbekistan creates national mobile communication operator [UzDaily (Uzbekistan)]


(UzDaily (Uzbekistan) Via Acquire Media NewsEdge) Tashkent, Uzbekistan (UzDaily.com) -- Uzbekistan creates national operator of mobile communication on the base of Uzmobile, a branch of the joint stock company "Uzbektelecom".

President of Uzbekistan Islam Karimov signed a resolution "On measures on organization of activity of national operator of mobile communication" on 12 February 2014.

The resolution was adopted to create necessary conditions for wide participation of national company in mobile communication market and further develop mobile communication network in the country, and ensure information security.

The main tasks and directions of operation of national mobile communication operator are to design, construct, use and render mobile communication services, long-distance calls and data transfer, including in remote areas, introduce modern data transfer technologies, render mobile TV, electronic payment and commerce services.



The operator will also have to ensure reliable and sustainable functioning of mobile communication network with focus on ensuring information safety requirements.

In line with the schedule of measures on creating national operator, Uzmobile will cover Tashkent city with its mobile communication network installing 1,020 base stations, 500 sets of microwave-link equipment, as well as communication station and billing systems for 2 million numbers.


National operator Uzmobile will cover regional centers of Uzbekistan in 2015 and install 1,994 base stations, 2,000 sets of microwave-link equipment, as well as communication station and billing systems for 8 million numbers.

In 2017, the company will cover other settlements with its network, installing 3,986 base stations and 4,000 sets of microwave-link equipment. It is also planned to install stand-alone solar power systems for equipment.

According to the resolution, national operator Uzmobile will attract soft long-term loans of foreign banks and financial institutions, as well as commodity loans of equipment suppliers to finance purchase of base stations, telecommunication equipment and software to create mobile communication network.

Expenses on conducting construction-assembly and commissioning works will be covered due to loans of the Uzbek banks and own loans of Uzbektelecom.

National telecommunication operator Uzbektelecom was exempted from payment of customs duties (except customs registration fees) for imported equipment for Uzmobile, list of which will be approved by the Cabinet of Ministers.

Uzmobile also exempted from payment of the state duties for issuing license for conducting activities on designing, construction, exploitation and rendering mobile communication services and payment for use of radio frequency. The freed fund should be used to develop network, the resolution said.

Uzmobile was also allowed to carry out construction-assembly works in parallel with designing works without holding tenders for selection of designing and general contractor organizations.

The operator was allowed to render mobile communication services in parallel with registration of acceptance documents for equipment to exploitation and receive permission to exploitation of radio electric equipment and high-frequency equipment during creation of network.
