ETC Simulation Awarded Contract by East Central Florida Regional Planning Council to Provide ADMS On-Site Training

The training will be conducted at Daytona Beach International Airport and will be held in preparation for their FAA-mandated tri-annual drill. ETC Simulation will provide their Advanced Disaster Management Simulator (ADMS) team training system, along with exercise control and facilitation staff.



"Airports certified under 14 CFR part 139 are required to complete a full-scale exercise every three years, and it is vital in preparing responders for an actual emergency situation," said Tim Kitchen, Manager of Emergency Preparedness with the East Central Florida Regional Planning Council. "To enhance capabilities for the tri-annual event, Volusia County identified an opportunity to utilize the ADMS system to provide responders a chance to practice and train on current response procedures. The system allows for us to cover a much larger audience base, including multiple agencies and shifts. If we did live training to prepare for our tri-annual, it would be incredibly costly in terms of money and resources. ADMS helps us prepare with the scenarios we need while offering cost savings, time savings, and reduced environmental impact." The Federal Aviation Administration (FAA) mandates that airports complete this exercise once every three years. The drill involves a full-scale training scenario. It is used to practice procedures for incident command, first responders, communications and other supporting departments, and to identify areas of improvement. The exercise will be conducted in compliance with the requirements of the Homeland Security Exercise and Evaluation Program (HSEEP). Volusia County officials will be on hand to ensure the proper execution of the exercise and to provide a thorough after action review. Participants will include representatives from the Volusia County Division of Emergency Management, Daytona Beach International Airport Operations Division, as well as fire departments, HazMat teams, communications, and emergency medical personnel from Daytona Beach International Airport and the surrounding area.
