SP beltway bidding rules slated for publication by month-end
(BNamericas.com Via Thomson Dialog NewsEdge) The bidding rules for the concession of the western stretch of So Paulo (SP) state capital's beltway will be published by month-end, local press quoted state transport head Mauro Arce as saying.
The state plans to sign an operations contract on February 1, 2008. The 30-year contract will be awarded to the company that offers the state the highest return within the fixed toll limits.
According to Arce, revisions of the contract are being planned at five-year intervals, a proposal that has never before been implemented in Brazilian highway concessions contracts.
The contract will allow the winning concessionaire to charge tolls on the 31.6km stretch of highway running down the western side of metropolitan So Paulo, which will eventually hook up with the southern beltway that is currently under construction.
The resources raised by the granting of the concession will be directed into the completion of the southern beltway.
With the integrated western and southern stretches in operation, the amount of commercial heavy goods vehicles passing through the city is expected to drop dramatically. Commercial vehicles from the upstate regions currently use the "Marginal" highways and Bandeirantes avenue in the city to reach the Anhanguera/Anchieta complex on their way to Santos port.
