TPLF Conference Discussing Three-Year Performance Report

(AllAfrica.com English Via Thomson Dialog NewsEdge) Makalle, Sep 20, 2006 (The Ethiopian Herald/All Africa Global Media via COMTEX) --The 8th organizational conference of Tigray People Liberation Front (TPLF) deliberated yesterday on the three-year organizational and governmental performance report submitted by the Central Committee.



The conference discussed a report presented by Chairman Meles Zenawi on the government's performance on development and good governance, and the organizational affairs of the Front.

The report indicated that satisfactory results have been registered in household-based agricultural development, adding that the annual agricultural production of the year in the state has risen from 7.14 per cent in 2003 to 11.7 in 2006.



It also indicated that the plan, which aims at raising the income of 412,308 households to one dollar per head in a day, has been scoring impressive results.

The report also elaborates that the performance of the rural agricultural development has given evidence that it is possible to lift the rural community from poverty in a very short period of time and has paved the way for further rural development works.

In the education sector, the newly constructed 412 schools have raised the total number of primary schools to 1,478, the report said, adding that primary school coverage has reached 99.77 per cent.

However, the report pointed out that, 70 per cent of the high school teachers are under qualified and would therefore be assisted this academic year by employing graduate teachers from universities.

The number of health centres has jumped to 40 last Ethiopian year from only 27 three years ago, while the number of health posts has increased from 121 to 611, according to the report.

The report reiterated that these developments have pushed the state health coverage from 50 to 75 per cent.

As regards good governance and execution capacity, the report stated that though meaningful changes were registered and experiences gained during the last three years, problems and shortcomings that need special attention were also observed taking into account what must be done in the future.

In this respect, the report indicated that efficient governmental structure should be established from state to kebele level and a system that measures everyone through his job performance should be put in place.

The Front, according to the report, has also raised the number of its members from less than 90,000 three years ago to 263,000 in the previous fiscal year.

The report added that 44 per cent of the members are youth and 33 per cent female.
