Telecommunications Report Finland

Finland’s telecommunications services market is characterised by a four-way power struggle between four groups of incumbent operators. This is a legacy of the former post and telecommunications regime that had seen the country served by over 100 local telephone companies, a situation that had not changed substantially until the early-1990s when the first competitive services were allowed. Today, the market is led by Helsinki-based Elisa Corporation, which has its roots in some of the largest and oldest local operators. Its principal rival is TeliaSonera (News - Alert) Finland which, as a unit of the Sweden-based multinational TeliaSonera AB, has a commanding brand it can call upon in the corporate and international services markets. The third-largest player, DNA Finland, was created in July 2007, when six local telephone companies merged with the national backbone and mobile network business formerly owned by the Finnet Association, Finland’s fourth incumbent operator. Finnet consists of the 27 local telephone companies that have yet to be swallowed up by the three larger incumbents, but its penetration of the fixed-line, broadband and mobile markets is comparatively small, reflecting the limited geographical reach of its constituent members.



Many of the international telecoms players that had invested in Finland since the beginning of the 1990s have now left or have only a marginal presence, such as TDC Nordic, Verizon Business (News - Alert), COLT Telecom and Orange Business Services. Thus, there is little scope or incentive for new entrants to enter the market. This has not deterred Iceland-based Novotor from investing in Elisa or France Telecom (News - Alert) from proposing a billion-dollar merger with TeliaSonera in recent months.

The main attractions – as elsewhere in Europe – are Finland’s growing mobile and broadband markets. In the mobile sector, penetration stood at 117% at the end of 2007, suggesting that there remains plenty of scope for development over the next five years. Subscriber numbers grew by a respectable 7.2% during 2007 to 6.08mn, and BMI expects this number will grow to 7.455mn by 2012 (a penetration rate of 142%). It is estimated that there were just over 1mn 3G subscribers by the end of 2007, almost 17% of all mobiles in the country. The 3G market grew by approximately 94% year-on-year (y-o-y); consequently, we believe there will be 2.93mn subscribers by 2012 (34% of the market). The mobile market is dominated by Elisa (News - Alert), TeliaSonera and DNA, although new entrant Digita is exploiting the growing market for mobile broadband services. Broadband penetration is comparatively high at 31%, thanks to the widespread availability of services by around 80 providers. Again, the market is dominated by DNA, Elisa, TeliaSonera and Finnet. More than 10 companies are providing IPTV (News - Alert) services and many more are beginning to offer double- and triple-play packages. From 1.760mn subscribers at the end of 2007, we forecast that the market will grow to serve 2.06mn by the end of 2008 and to 2.990mn by 2012 (representing a penetration rate of 57%).
