Give feedback on El Paso County's Strategic Plan
El Paso County is seeking input from residents on its Strategic Plan, which includes its value statements, goals and objectives through 2016. Read a draft of the plan.
The county is hosting a "lunch and listen" open house from 11:30 a.m. to 1 p.m. Wednesday at the AspenPointe Cafe in the Citizen Service Center, 1675 Garden of the Gods Road.

County Administration Offices moving
Several county administration offices will move to Centennial Hall, 200 S. Cascade Ave., this weekend. All offices that are moving will be closed to the public on Friday, reopening with normal hours (8 a.m.-5 p.m Monday-Friday) after the three-day weekend.
The offices closed on Friday are: the County Administrator, Budget, Finance, Procurement, Economic Development, County Attorney, Public Information and the Board of County Commissioners.
All El Paso County administrative offices, Pikes Peak Workforce Center, El Paso County Public Health and El Paso County Combined Courts will be closed Monday for Martin Luther King Jr. Day.

The City Council approved the application of the Cotton Club Corp. for a beer, wine and liquor license for the Cotton Club, 25 W. Colorado Ave. Attorney C. Lee Goodbar told the council that the only holders of issued stock are Ray S. Essert, Harry G. Sims and John L. Rose. Mrs. Fannie Mae Duncan former owner of Duncan's Restaurant and Bar has been hired as manager of the club.

WEATHER
Temperatures will be back up on Friday, hovering in the low 50s, according to the National Weather Service. The high is forecast to be 52 degrees, with an overnight low around 22 degrees.
Warmer weather is expected for the weekend, with temperatures in the mid-50s and clear skies. You could spend Saturday outside, enjoying the spring-like weather, and then get cozy on your couch and watch the Broncos.

Man charged with first-degree murder in '94 death
BOULDER, Colo. (AP) - Prosecutors have filed a first-degree murder charge against a Summit County resident accused in the 1994 shooting death of a man who was the city of Boulder's director of information services.
The Daily Camera reports prosecutors formally filed the charge Thursday against Michael Clark, who is being held without bond in Boulder County in the death of Marty Grisham.
Clark had pleaded guilty to stealing and forging checks from Grisham, who had reported the theft around the time he died. Clark denied involvement in Grisham's death, but he was arrested this month after investigators reopened the case.
A bond hearing for Clark is scheduled for Jan. 19. A preliminary hearing at which prosecutors must show they have enough evidence to justify going to trial is set for April 5.
Man pleads guilty in crash that killed woman, baby
GREELEY, Colo. (AP) - A Thornton man has pleaded guilty to vehicular homicide for a crash west of Fort Lupton that killed a woman and her newborn.
The Greeley Tribune reports Steven Ryan, 24, pleaded guilty Thursday on the eve of a planned trial in which he faced eight charges stemming from the crash on Nov. 1, 2010.
Authorities say Ryan was passing cars near an intersection when he collided head on with a car driven by Tanya Guevara, 23. She died at the scene, and her baby, Adrian, died two hours later at a hospital. Another child, Alexiah Guevara, survived.
A sentencing hearing is set March 12.nThe plea bargain was struck after defense attorney Brandon Marinoff found two experts who determined Ryan hadn't been driving outside the speed limit.
Denver paid $1.34M to settle suits aimed at police
DENVER (AP) - Denver paid $1.34 million last year to settle lawsuits that alleged police used excessive force, but City Attorney Doug Friednash notes the city has not admitted liability in any of those cases.
Friednash tells The Denver Post it is often cheaper to settle the cases than take them to court.
One case in 2011 accounted for most of the total settlement amount for the year. The city paid $795,000 to Alexander Landau, who suffered brain injuries and trauma during a 2009 traffic stop for an illegal left turn.
In 2010, Denver settled seven cases alleging police brutality for a total of $125,000. It settled seven cases in 2009 for $303,700. In 2008, settlement amounts totaled slightly more than $1 million.
Colorado telecom's assets auctioned
DENVER (AP) - A telecommunications company that received a $267 million federal loan has auctioned its assets following its bankruptcy filing in October.
Open Range Communications Inc.'s assets included equipment on towers in 160 U.S. cities in 12 states, office equipment, modems and tools.
The Denver Post reports the auction was handled by Heritage Global Partners, which hasn't disclosed how much the auction Wednesday raised.
Greenwood Village-based Open Range in court filings blames its financial problems partly on "sporadic" funding from the loan granted in 2009 by the U.S. Department of Agriculture's Rural Utility Service.
In bankruptcy documents, the company lists $114 million in assets and $110 million in debts that include $73.5 million owed on the federal loan.
A U.S. House committee is investigating the granting of the loan.
Negotiations on drilling at Colo. park to proceed
DENVER (AP) - The Colorado Parks and Wildlife Commission has authorized negotiations with Anadarko Petroleum Corp. to allow for energy development at St. Vrain State Park near Longmont, with some restrictions.
Anadarko has proposed drilling seven horizontal wells from a single 10-acre pad at the northern edge of the 688-acre park.
Commissioners agreed Thursday to authorize Parks and Wildlife Director Rick Cables to finalize a surface use agreement and lease with Anadarko that includes environmental protections. Read more at OutThereColorado.com.
Fed pot crackdown hits Colorado shops near schools
DENVER - Federal officials have begun a crackdown on medical marijuana dispensaries in Colorado that targets those located near schools.
U.S. Attorney John Walsh said 23 dispensaries within 1,000 feet of schools have until Feb. 27 to shut down or face federal penalties, which can include asset seizure or forfeiture of property.
Walsh's office declined to release a list of targeted businesses.
A Denver lawyer who represents dispensaries is advising his clients to fight the threats, which he called a "massive bluff."
