Software upgrade, land annexation on Sedalia City Council's agenda

The Sedalia City Council is expected to take up an ordinance setting fees, permitting and warranty regulations for cutting into city streets, a contract for a municipal software upgrade and the annexation of land near Sedalia Memorial Airport on Monday.
The council is set to convene for committee meetings at 6 p.m. before moving to the council chambers for its regular meeting.
Council members are expected to consider an ordinance amending regulations on excavations through city streets, after hearing a presentation on the measure during a work session in April.
The proposed changes would "set an appropriate fee for these cuts and ... establish a permitting process and warranty provision," according to the meeting agenda.
Council also is expected to make a determination on an agreement with Springbrook Software for a municipal software system upgrade. The proposed contract would run the city $216,000 as well as about $22,000 a year for maintenance.
Council members reviewed the proposal during work sessions in both June and earlier this month.
Also on the meeting agenda are ordinances to annex two tracts of land south of the Sedalia Memorial Airport in an effort to prevent construction in the runway protection zone.
During a public hearing on the proposed annexations at the council's last meeting, no one spoke in opposition to the plan.
Council members also are expected to review bids on work to mill asphalt on South Warren Avenue from West 14th to West 16th streets, South Hancock Avenue from East Broadway Boulevard to East Fifth Street and at the intersection of South Grand Avenue and West 20th Street. The lowest proposal received for the work was a $14,100 bid from Columbia Curb & Gutter Company.
The council also will consider a change order of $9,266 for the sewer replacement project near Sacred Heart.
The additional costs -- $6,800 to replace a rusted pipe that became exposed during the project, $2,116 for extra excavation to move a water main and gas line out of the path of the new sewer, $350 for additional concrete needed for a sidewalk replacement -- would bring the total project budget to $143,448.
