The City of Munich - hereinafter referred to as "LHM" for short - will perform in the years 2011/2012 a project on "Development of an e-government strategy" for the city administration. The project is based on a decision of the City Council of April 2010. The project serves the purpose of formulating strategic objectives and framework for building a viable e-government application and landscape architecture. On the other hand, the decision-ready submission of the first concrete project proposals that initiate the implementation of an e-government "roadmap", an essential goal of the project. As the duration of the project to develop the strategy for half a year is provided. The results of the project are in the form of a policy document to document and present to the Board of the City Council in mid 2012. The formulated strategy (strategy paper included roadmap) and the first concrete project proposals (including the necessary financing measures) will be then submitted to the City Council in the form of resolutions to be submitted. For the project, the involvement of external guide / project staff is provided in a prominent position. The cover must be worked out strategy, both professional and technical aspects. The strategy on the one hand, the internal e-government requirements of the G2G-level (within the administration) and on the other hand, the external e-government requirements G2C/C2G levels (citizens) and G2B/B2G (economic) into consideration. From the strategic considerations specific action alternatives must be derived with which the city as of changes in the distribution and management of their responsibilities in terms of a service provider may be future requirements. By the external consultants are to fulfill different tasks that require specific qualifications. The individual consultant positions will be advertised so in separate lots as follows: Lot 1: Strategic advice on e-government strategy, Lot 2: Information technology and IT architecture consulting for e-government strategy, Lot 3: Technical advice on design of the application environment in the context of e-government strategy. The associated expectations, please refer to the lot descriptions. The consultants will participate alongside the development of the strategy also instrumental in the creation of the Board and the City Council planned documents. Project priorities.
