To review, billing mediation collects call and usage details from network elements; then, processes them into billable records called call detail records (CDRs) for traditional voice services, and IP detail records (IPDR) for data usage. There are many other billing formats; and new ones will no doubt arise as the types of services and applications offered by CSPs grow.

The long association between mediation and billing is one built from purpose, not from a lack of capability. That singular purpose has always been about collecting revenue. Everyone knows what happens without revenue collection. However, the purpose behind data collection has evolved. As competition grows and margins shrink, revenue generation becomes equally as important as collection.
