Reading to lose zoning manager: Dr. Joyce A. Pressley cites the workload in leaving to take a college post.

(Reading Eagle (PA) (KRT) Via Thomson Dialog NewsEdge) Jun. 20--Dr. Joyce A. Pressley, hired in March 2005 as the city's zoning and planning manager, says she is resigning to take a job at Morgan State University in Baltimore.

"When someone offers you a senior position at a university, you say yes," Pressley said Monday. "And it's where my expertise and skills can best be used."

Her resignation from the $54,000-a-year job is effective Aug. 18, giving the city more time to find a replacement, Managing Director R. Leon Churchill Jr. said.

Pressley said the pace of the office was getting to her.

A rising number of property sales has led to more permit applications, but the zoning and planning office has fewer people than in years past.

"I was not expecting to do as much front-line clerical work as I have found in this job," she said, noting the office could easily use another two or three employees.

Last year the office issued about 800 zoning permits, which are required when property owners want to make a change or addition to a property. The office has issued 442 so far this year.

"I have maybe 80 appointments a month ... and today, I had to stack people until I could get to them," Pressley said.

Churchill agreed the job is demanding.

"We're asking an awful lot of one person to deal with all these land-use issues," he said, noting that neighborhoods can react strongly to some of the uses being sought.

Despite the pace, Pressley said, the office has given good service to people.
