(Providence Journal, The (RI) (KRT) Via Acquire Media NewsEdge) Jun. 22--CARE NEW ENGLAND: Gary S. Speciale, of West Greenwich, has been named director of risk management. He has been acting director since December 2007. Speciale has been with the company since 1995 when he began as an information technology analyst for Women & Infants Hospital. He later became the outreach site manager for Care New England, during which time he oversaw the information technology requirements of more than 70 locations. Speciale joined risk management in 2005 as a claims manager.
PANNONE LOPES & DEVEREAUX: Bernard A. Jackvony, former lieutenant governor, joined the firm in March as counsel. Before that, he was a partner with the Providence law firm of Moses & Alfonso & Jackvony.
Rebecca E. Dupras has joined the firm as an associate. She had been an associate in its trusts and estate planning group.
MOSES & AFONSO: Carrie Abatiello, of East Providence, has joined the firm as an associate and concentrates her practice in commercial finance and real estate, guiding clients through projects. Before joining, she was an attorney handling real estate matters at several local firms.
APPRAISAL RESOURCE: Chuck Kurfehs, of East Greenwich, has joined the firm as a commercial/industrial manager for the revaluation department. His responsibilities will include the valuation of commercial and industrial properties, narratives for "Top 10" properties, defense of tax appeals, litigation support and tangible property. Kurfehs most recently spent 11 years with First Commercial Appraisal, working in Boulder, Colo., and Fairfield, Conn.
CITIZENS BANK: John Kraus, of East Providence, has joined the bank as regional sales manager for Rhode Island and Eastern Connecticut, where he is responsible for conventional, government and new construction mortgage originations and mortgage loan officer recruiting. Most recently he was Rhode Island area manager at First Horizon Mortgage Corp. and previously, a branch manager at Countrywide Home Loans.
Amie Picard, of Cumberland, has been promoted to vice president and senior public relations manager in the public affairs department, where she most recently was an assistant vice president and public affairs manager after joining the bank in 2003 as an officer and public relations specialist.
Christian Blaney, of South Kingstown, has joined the bank as a mortgage loan officer from First Horizon Home Loans. He has been in the mortgage origination business for four years.
Cristina Cornes, of Johnston, has been appointed vice president and sourcing group manager in group purchasing. She joined the bank in April from Diageo North America in Connecticut where she was category manager.
Sandra Boisvert, of Warwick, has been promoted to vice president and processing manager in the commercial loan processing department, where she most recently was an assistant vice president and corporate training manager She joined the bank in 1993 as an officer and operations manager and in 1996 was promoted to assistant vice president and conversion manager.
EXCEL TECH: Tim Nicastro, of North Providence, has joined the consulting firm as systems engineer after working in information technology support positions at Amgen, the University of Rhode Island and Stop & Shop.
