Orangeburg, S.C., council gives tax increase final approval

(Times and Democrat, The (Orangeburg, SC) (KRT) Via Acquire Media NewsEdge) Sep. 4--Faced with rising medical insurance and fuel costs, Orangeburg City Council on Tuesday voted 5-1 for final third reading approval of new fiscal year budgets for the city and its Department of Public Utilities.


The city's new budget will require a three-mill tax hike and a $300,000 increase in the annual DPU transfer.

The tax hike will mean an extra $12 for the owner of a $100,000 home. At a total of 88 mills, the owner of a $100,000 house would pay $352 in city taxes. A mill is worth about $34,000. The DPU budget includes a 10 percent water rate increase that will translate to an extra 96 cents a month for the average city customer.

Councilman Trelvis Miller voted against both budgets, having cited hard economic times. Councilwoman Sandra Knotts did not attend the session.

In other business, council gave final third reading to an ordinance to close out the current fiscal year, which ends Sept. 30.

In other business, council:

--Received as information, repeated complaints from Jeffrey McMorrow about his Horger Street neighbors' barking dogs.

McMorrow claims one of his neighbors breeds and sells dogs, in violation of the A-2 residential district restrictions. He also claimed there were violations of nuisance and noise ordinances and expressed his dissatisfaction with the Municipal Court.

"What is my remedy?" asked McMorrow, who first raised complaints in April. He has called for an ordinance imposing a three-dog limit.

--Proclaimed "compassion" as the character trait for September.

--Received as information, a report on preparations for the arrival of Hurricane Hanna.

--In closed, executive session, discussed a contractual matter concerning the Chamber of Commerce and received information on the proposed location of student housing, and a business and convention center.
