National Accuracy Clearinghouse States Experienced a 70%+ Reduction in SNAP Dual Participation


LexisNexis (News - Alert)® Risk Solutions today announced that the National Accuracy Clearinghouse (NAC) - a consortium of five states, led by Mississippi, hosted by LexisNexis and supported by a grant from the United States Department of Agriculture Food and Nutrition Service - has significantly reduced and prevented Supplemental Nutrition Assistance Program (SNAP) participants from receiving benefits in multiple states. The NAC was recognized by the IT Solutions Management for Human Services (ISM) affiliate of the American Public Human Services Association (APHSA) for its innovation in the use of identity analytics and a contributory approach to solving the dual participation challenge as the winner of the 2015 ISM Award for Excellence in Human Services Information Technology for the Application of New Technologies.

The ISM Award recognizes NAC and its participating states, which have seen a reduction in dual participation and significant cost savings. For example, upon implementation, Alabama and Mississippi saw a 74 percent and 71 percent decrease, respectively, in the average number of dual participants per month. In the State of Mississippi alone, the NAC is identifying and preventing over 300 dual participants per month for a total net savings of over $161,000 monthly or $1,932,000 annually.

"By focusing on resolving identities and sharing the information through a contributory approach, the NAC has created a program integrity model for other states to emulate - not only in their SNAP programs, but also for other beneficiary programs."



The NAC, led by Mississippi, is a consortium of five states including Alabama, Florida, Georgia and Louisiana, which share data about SNAP and Disaster Supplemental Nutritional Assistance (D-SNAP) enrollees to ensure that program recipients do not simultaneously receive benefits in two or more states. The NAC taps into a wealth of identity data and leading analytics leveraging the LexisNexis open source High Performance Computing Cluster (HPCC Systems) to compare information about applicants in one member state with data about program recipients in the other member states in near real-time.

The ISM Award for Excellence in Human Services Information Technology for the Application of New Technologies "recognizes the use of emerging information technologies in the arena of state and local human services."
