Las Cruces Center management, TIDD on council's agenda
(Las Cruces Sun-News (NM) Via Acquire Media NewsEdge) Oct. 4--LAS CRUCES -- Award of a contract for pre-opening services and management of the Las Cruces Center will be considered by the Las Cruces City Council when it meets at 1 p.m. Monday at City Hall.
City administrators have finalized terms of the contract with Global Spectrum, a limited partnership company that is a subsidiary of Comcast Spectacor. Negotiations have been ongoing throughout the summer.
If approved, Global Spectrum would receive a fixed management fee of $3,000 a month through December; $4,000 from Jan. 1 to June 30; $5,000 from July 1 to June 30, 2010; and $7,875 from July 1, 2010 until the convention and events center opens in 2011.
According to city documents, "the City Council will have the option to renew the contract after five years if they wish to continue utilizing the services of Global Spectrum."
City officials have said that having a management company before the start of construction will help determine space needs and design of the center. The Las Cruces Center will be built on land owned by New Mexico State University off west University Avenue, near the intersection of Valley Drive.
Also at Monday's meeting, the council will consider approval of an ordinance establishing a tax
increment development district (TIDD) board.
"The council finds it appropriate that Dona Ana County (government) participate on the TIDD board; however, state statute does not provide for any person who is not a city councilor to be a full member of the TIDD board," city documents state. "The council has determined, and it is incorporated in the ordinance, that Dona Ana County may be represented on the TIDD board by an adjunct, non-voting member."
According to the proposed ordinance, the TIDD board will consist of the seven City Council members and a county commissioner. The ordinance also outlines rules of procedure and duties of board members.
The board would have the authority to enter into contracts and spend money generated by the TIDD through the collection of gross receipts taxes from businesses and land owners within the district, which would include downtown Las Cruces. Money generated through the tax district would be used to pay for increased and enhanced infrastructure for the district, including roads, light poles and other types of basic infrastructure.
