conditions, news coming from conferences and economic releases.
(By Philip Holmes) Investors had a mixed reaction to Wednesday s 50
basis point rate cut by the Fed. Stocks shot up immediately after the
afternoon announcement, then sank into negative territory as the Street
pondered the obvious question: What if things are so bad with the
economy that the rate cuts won t make much of a difference? Bernanke
and Co. had given the Street most of what it claimed to want from them.
For the second time in eight days the Fed moved aggressively, following
last week s emergency 75 basis point easing with a further half-point
cut in the federal funds rate. That benchmark rate now stands at three
percent. Fed board members voted nine to one in favor of the move, and
their joint statement hinted that further easing may be in the cards.
The statement noted "considerable stress" in the financial markets as
one of its chief sources of concern. In that sense, the Fed is right in
line with investor sentiment. The prospect of bond insurers Ambac and
MBIA losing their AAA ratings is one source of hand-wringing. If it
happens the repercussions would be felt across the financial sector as
bond holders big and small would suddenly, to paraphrase Warren Buffet,
be swimming naked in a receding tide. Wednesday also saw the release of
a new report showing just 0.6% of GDP growth in the fourth quarter of
2007. Economists were disappointed with that result, but cheered by
some stronger-than-expected jobs data. The U.S. ADP employment survey
showed a 130,000 increase in January, besting December s 37,000 gain
and beating predictions by a wide margin. Factory orders were also up
in December, by 5.2%. The Fed will likely keep cutting, especially if
it turns out that GDP growth has gone negative in Q1 2008. Given the
mixed economic data, and the troubles roiling the financial sector, it
s possible that the right jolt of liquidity might be what s needed to
keep the economy out of recession. In other words, if factories have
orders to fill and companies are hiring, then a lack of access to
credit would be the big thing standing in the way of progress. Monetary
easing should help ease the logjam of subprime write-offs and bond
downgrades, and make more money available to businesses and consumers.
Of course, there would still be plummeting house values and millions of
Americans already maxed out on credit to worry about. In the meantime,
we ll hope that Bernanke s 3% dose does some good.
