(By Philip Holmes) Expectations of a pending Fed rate cut had the
Street spending on Monday, pushing stocks up and creating a spirit of
holiday cheer. But will the rate cuts give the economy the boost it
needs? Some pundits aren t so sure and a couple of big banks let us
know us in on plans for a red Christmas. Will the Fed cut its benchmark
rate by 50 basis points? Last week s better-then-expected jobs data put
the issue in doubt. Most savvy Streeters expected at least a 25 basis
point cut, with many believing that Bernanke would hit the larger
number on December 11, with further easing still to come. But will the
cuts be enough to keep the U.S. economy out of recession? Business Week
s Peter Coy isn t so sure. He cites a 2003 report by St. Louis Fed
economist Jeremy Piger, showing that it s much harder for the Fed to
stimulate growth through rate cuts than it is to slow the economy down
with rate hikes. As if to amplify the underscore facing him, Bernanke
got some more bad news from the banks on Monday. UBS said it would need
to write down another $10 billion of assets associated with U.S.
subprime mortgages. The Swiss firm also forecast a net Q4 loss. The
bank further warned that it may post an overall loss for 2007. However,
UBS did find succor in Singapore-based GIC and a mysterious Middle
Eastern investor, who bought an $11.5 billion stake in the firm.
Washington Mutual is having even bigger problems. It slashed its
dividend by 73% and plans to close 190 offices and lay off 3,000
workers in an effort to stem losses from failing loans. The
Seattle-based S&L also said it would set aside as much as $1.6 billion
for Q4 loan losses. If the banks are any indication, it looks like the
economy will have some fast paddling to do no matter what Bernanke and
Co. do with rates on Tuesday.
