FERC Issues Letter Order Accepting PJM Interconnection, L.L.C's March 13, 2014 Filing of Interconnection Service Agreement Under ER14-1483(Targeted News Service Via Acquire Media NewsEdge) WASHINGTON, April 18 -- The U.S. Department of Energy's Federal Energy Regulatory Commission issued the text of the following delegated order: PJM Interconnection, L.L.C. Counsel Reference: Interconnection Service Agreement Dear Ms. Watson: On March 13, 2014, PJM Interconnection, L.L.C. (PJM) filed an executed nonconforming interconnection service agreement (ISA) among PJM, Fair Wind Power Partners, LLC (Fair Wind Power), and The Potomac Edison Company (Potomac Edison) (Fair Wind Power ISA), that supersedes a conforming interim ISA among the same parties, designated as Original Service Agreement No. 3642. The Fair Wind Power ISA facilitates the interconnection of a wind generation facility to the PJM transmission system with a maximum facility output of 30 MW and capacity interconnection rights of 6 MW. You state that the ISA is a nonconforming agreement because the ISA indicates that the equipment configuration may change in accordance with the terms and conditions set forth in Schedule F of the Fair Wind Power ISA, and that therefore Section 1.0d is not included in Specifications. You also state that Potomac Edison has supplied and owns the existing 138kV bi-directional revenue metering equipment, and that Potomac Edison will obtain telecommunication circuits for the SCADA RTU and the telephone in Potomac Edison's Kelso Gap switching station, and that Fair Wind Power will be responsible for designing, furnishing and installing a SCADA RTU in their generation substation and obtaining the telecommunication circuits from the RTU to Potomac Edison and the PJM system control centers. Additionally, you further state that all revenue metering will be located at Potomac Edison's Kelso Gap switching station at the Point of Interconnection, and that although there would not be a network upgrades charge, there will be an attachment facilities charge of $15,900 associated with the Fair Wind Project. Pursuant to the authority delegated to the Director, Division of Electric Power Regulation - East, under 18 C.F.R. section 375.307, your submittal is accepted for filing, effective February 11, 2014, as requested. The filing was noticed on March 13, 2014, with comments, protests, or interventions due on or before April 3, 2014. Pursuant to Rule 214 (18 C.F.R. section 385.214 (2013)), to the extent that any timely filed motions to intervene and any motion to intervene out-of-time were filed before the issuance date of this order, such interventions are granted. Granting late interventions at this stage of the proceeding will not disrupt the proceeding or place additional burdens on existing parties. This acceptance for filing shall not be construed as constituting approval of the referenced filing or of any rate, charge, classification, or any rule, regulation, or practice affecting such rate or service contained in your filing; nor shall such acceptance be deemed as recognition of any claimed contractual right or obligation associated therewith; and such acceptance is without prejudice to any findings or orders which have been or may hereafter be made by the Commission in any proceeding now pending or hereafter instituted by or against PJM.
