FCC's Patrick Halley Joins Wilkinson Barker Knauer


Wilkinson Barker Knauer, LLP (WBK) announced today that Patrick Halley has joined the firm as Of Counsel, effective today. Most recently, Mr. Halley was Associate Chief of the Federal Communications Commission's (FCC's (News - Alert)) Wireline Competition Bureau and legal advisor to Chairman Wheeler for of E-rate modernization and inmate calling services reform. This capped a four-and-a-half year period during which he also served as Acting Director and Deputy Director of the FCC's Office of Legislative Affairs, as Acting Deputy Director of the FCC's Technology Transitions Task Force, and as Legal Advisor to the Wireline Competition Bureau Chief.

For five years prior to his FCC service, Mr. Halley was Director of Government Affairs for the National Emergency Number Association (NENA - the 9-1-1 association), where he served on multiple working groups of the FCC's Communications Security, Reliability, and Interoperability Council (CSRIC), represented 9-1-1 interests on the SAFECOM Emergency Response Council of the U.S. Department of Homeland Security, spearheaded NENA's congressional agenda, and conducted emergency services planning meetings with representatives of numerous foreign governments. While at NENA, Mr. Halley also earned his law degree and was a summer associate at WBK. His professional career also includes serving as a Program Director at COMCARE - The Emergency Response Alliance and as a major label recording artist and touring musician. While in college, Mr. Halley ws a legislative intern in the Capitol Hill office of former Rep. Jerry Lewis (CA (News - Alert)).



Mr. Halley received his B.A. in International Affairs (magna cum laude) from The George Washington University, and his J.D. from the Columbus School of Law at The Catholic University of America, where he also earned magna cum laude honors and was the overall winner of the National Telecommunications Moot Court Competition.
