CSBI Applauds Reps. Meehan, Neal, Kelly, Kind, & Larson for Introducing PARTNER ActToday, the Coalition of Small Business Innovators (CSBI) applauds Reps. Pat Meehan (R-PA), Richard Neal (D-MA), Mike Kelly (R-PA), Ron Kind (D-WI), and John Larson (D-CT) for introducing the Partnerships to Advance Revolutionary Technology and Novel Entrepreneurial Research (PARTNER) Act (H.R. 2179). CSBI represents emerging businesses across a wide range of innovative industries, and this important legislation would incentivize investors to support their growth at the earliest stages of research. The PARTNER Act would address the unique obstacles faced by pre-revenue, research-intensive small businesses. Specifically, the legislation would reform the rules on how private investors can enter into partnerships with small, early-stage R&D companies. This change will make it easier for pre-revenue companies engaged in innovative research to attract the investment they need to develop new technologies and bring their products to market - spurring economic growth and job creation in the process. The innovation incentives in the current tax code do not benefit not-yet-profitable companies - yet these companies are the heart of America's innovation ecosystem.
