BRIEF: East Hartford Man Charged With VoyeurismDec 03, 2012 (The Hartford Courant - McClatchy-Tribune Information Services via COMTEX) -- EAST HARTFORD -- A 37-year-old man is scheduled to appear in court Monday on charges that he secretly filmed his neighbor's 13-year-old daughter showering. Cesar Torres-Cruz, of 74 Olmsted St., faces a single count each of risk of injury to a minor and voyeurism. He is scheduled to be arraigned at Superior Court in Manchester. Police say Torres-Cruz had access to the victim's home because his mother is the landlord of the property. The teen discovered that a cell phone, concealed in an empty soap box, was secretly recording her in the shower, police said. An investigation determined that the phone belonged to her neighbor, Torres-Cruz. He was immediately located and interviewed. Torres-Cruz admitted to secretly recording the victim. He was taken into custody around 9 p.m. Saturday, police said.
