BRIEF: Big oops!

Nov 04, 2009 (Alamogordo Daily News - McClatchy-Tribune Information Services via COMTEX) -- Larry Garner, a facility maintenance manager for the city of Alamogordo, lowers the U.S. flag that flew upside-down at City Hall on Tuesday afternoon. The flag had been mistakenly raised upside-down, and Garner corrected the mistake by turning the flag right-side up. According to the flag etiquette standards of respect on the Web site, www.usflag.org, a U.S. flag "should never be dipped to any person or thing," and the upside-down flag is used only as a distress signal.
