(AP) _ The Obama administration has put the brakes on a plan to build a new lab that studies contagious animal diseases, a decision that has pitted disappointed Kansans hopeful about growth against New Yorkers fighting to keep about 200 jobs at a Cold War-era facility on a tiny island. Proponents say the new lab, estimated to cost $650 million, is needed to protect the nation's livestock industry, while skeptics argue that such an investment in an economic crisis is unwise.

Trial starts in kids' forced Grand Canyon hikesPHOENIX (AP) _ A federal trial began Wednesday for an Indiana man accused of forcing his grandsons to hike for miles in the Grand Canyon without food or water in brutal August heat. Investigators have said that Christopher Alan Carlson of Indianapolis told them that the boys were overweight and that he thought hiking the Grand Canyon would help get them into shape.
Wis. man says he mistook malnourished teen for 8MILWAUKEE (AP) _ A Wisconsin man who found a severely malnourished 15-year-old girl walking barefoot outside in pajamas says she was bleeding from a gash on her nose and crying. Mike Vega told The Associated Press on Wednesday that the teen he found walking near her Madison home Feb. 6 also had scrapes and a big bruise on her forehead and was so scrawny he mistook her for an 8-year-old.
NYC spree killer defiant as he gets 25 more yearsNEW YORK (AP) _ Already serving 200 years in prison for killing four people in a bloody rampage, Maksim Gelman grinned on his way into court Wednesday, swore at a man he assaulted during the crime spree, and defiantly made light of the proceeding as he was sentenced to 25 more years. Gelman made an abrupt marriage proposal to a reality TV star and directed profanities at the subway rider he knifed in the head and arm at the end of his series of assaults and carjackings last year.
Electric cigarette explodes in Fla man's mouthPENSACOLA, Fla. (AP) _ A faulty battery caused an electronic cigarette to explode in a Florida's man's mouth, taking out some of his front teeth and a chunk of his tongue and severely burning his face, fire officials said Wednesday. Tom Holloway, 57, of Niceville, was trying to quit smoking so he was puffing on the device Monday night when it blew up, fire officials said. Officials have not publicly identified the victim. But a Facebook page under his name was filled with well-wishers commenting on the injury and database searches matched his address with his name.
Josh Powell's family wants burial near slain boysSEATTLE (AP) _ Josh Powell's surviving relatives want him buried at the same cemetery as the two young sons he killed, the city manager in Puyallup said Wednesday. Powell's relatives visited the public Woodbine Cemetery and selected a plot about 25 feet away, just across a road from the boys, City Manager Ralph Dannenberg told The Associated Press. They haven't paid for it yet, and any sale is being put on hold because the parents of Powell's missing wife have promised legal action.
Student sues Ga. school district over strip searchATLANTA (AP) _ A Georgia middle school student claimed in a lawsuit Wednesday he was humiliated and traumatized when he was brought to a vice principal's office and forced to strip in front of classmates who said he had marijuana. The student, then in the seventh-grade, said he still suffers from emotional distress because his classmates taunted him by calling him Superman, the underwear he was wearing when he was strip-searched. The student is suing the Clayton County school district for unspecified punitive and compensatory damages.
Coroner seeking Houston medical, pharmacy recordsLOS ANGELES (AP) _ The Los Angeles County coroner's office has issued subpoenas for medical and pharmacy records from Whitney Houston's doctors and medical providers, which is standard procedure in such investigations, an official said. Assistant Chief Coroner Ed Winter said the request is made in virtually all death investigations because it can shed additional light on how people died and whether they had any serious medical conditions.
