An auction that could put the surplus on hold

Nov 21, 2012 (The Australian Financial Review - ABIX via COMTEX) -- Australian Communications Minister Stephen Conroy recently boasted about the large amount of control he has over frequency spectrum auctions. Conroy implied that the nation's telcos obey his every command in order to secure a chunk of the airways. However, his ability to secure an attractive price for the spectrum may be undermined by Vodafone Hutchinson Australia's threat to not participate. This would leave just Singtel Optus and Telstra to push up the price of the spectrum.
