Rebtel is claiming that Alltel (News - Alert) Corp., Verizon Wireless and T-Mobile USA Inc. all rejected its requests for short codes to be used in creating local numbers by text message.

Verizon (News - Alert) had at first rejected NARAL’s request for a short code for sending texts to supporters’ cells, but a policy shift caused them to change their position and grant the application.

“We believe Verizon’s rejection of our short-code campaign is an anti-competitive abuse of power, just like their rejection of NARAL Pro-Choice America’s campaign was interference with political speech and activism,” said Rebtel (News - Alert) spokesman Greg Spector. “Enough is enough. It’s time to do what’s right for the consumer—not Verizon’s profits.”

Verizon has stated that Rebtel’s application was denied in May and that the firm did not appeal, and claims further that it is company policy to reject short codes from companies seeking to compete with the No. 2 carrier.

Rebtel has said that AT&T (News - Alert) Mobility has not denied its application. The company also insists it has not faced this problem outside the United States, where the practice of creating local numbers by text message is more common.
