FCC Proposes Direct Access to Telephone Numbers for VoIP Providers

Last Thursday, the Federal Communication Commission (FCC (News - Alert)) announced a Notice of Proposed Rulemaking (NPRM) Order, and Notice of Inquiry Order  regarding direct access to telephone numbers for VoIP providers. In response, VoIP provider Millicorp’s president and CEO Timothy Meade said, “We appreciate all of the efforts and resources Chairman Genachowski, the Commissioners, and the FCC staff have dedicated to preparing the Notice of Proposed Rule Making and Order on direct access to telephone numbers for VoIP providers.”


Millicorp is one of fifteen companies that have applied to the FCC for a waiver of existing and outdated rules that limit the ability of VoIP telephone companies to directly obtain access to telephone numbers. VoIP providers must currently purchase telephone numbers from the legacy telephone companies with which the VoIP providers compete. In the Order, the FCC established a trial program to provide VoIP providers with pending waiver petitions on file at the Commission to directly access telephone numbers on a limited trial basis.

According to Millicorp., this is an excellent example of the Commission’s commendable efforts to update their regulatory framework to take into account changing communications technologies and the migration to an IP world. The company is excited to take part in the VoIP numbering trials and is confident that the trials will enable everyone to better understand and overcome any challenges that will arise as VoIP companies are provided with direct access to numbering.

On behalf of VoIP providers, the company said that it appreciates the FCC’s commitment to modernize telecommunications worldwide and is looking forward to working with the Commission in this important proceeding.

Another VoIP provider to appreciate the FCC proposal is Vonage (News - Alert) Holdings. Thanking the FCC for granting a limited trial of direct access to telephone numbers, Kurt Rogers, chief legal officer for Vonage stated, “"Direct access to telephone numbers is the future of telecommunications. It allows for lower-cost, higher-quality voice service and innovation in developing new services.” He further added, “The limited trial will provide real-world data to demonstrate that the technical concerns raised by some opponents are without merit.”
